In times of digital communications it's very hard to predict for each new product or service what will be it's consequence on every corner of the earth. A new plastic tool, because of its cost, may help a village A in their farm tasks, and at the same time, put in trouble the habitants of another village B whose main income is from manufacturing the same tool with local elements. In some cases, we are talking about families that have been dedicated to it's elaboration for many generations in their traditional ways. It's very hard for them to adapt to these new conditions. What to do in this case is not easy to answer. Usually, the village with major influence over the local government will decide if is necessary to apply some restriction or not to a particular product or process. The absence of solidarity and religious believes will tend to impose the criteria of the village with the less needs. So, the citizens of at least one of our villages will reduce the quality of their lives. If the villages are under the same government, there is a possibility to find some solution to people from both villages in order to minimize the global negative consequences. To achieve that, the authority needs: first; for education, human resources management and government positions occupied by the most qualified (That's a dream in some underdeveloped countries) to know and understand the problem of both villages... and that's the "easy part" of the problem. And secondly, a person that is able to give an adequate interpretation of the effects any decision may have on people in terms of their self-dignity and wellbeing... something that's very hard for someone that has grown without sufficient love, support, and religion. The absence of one or both of these points may cause that the authority, even if acting according to laws, at the end cooperates with this modern phenomenon: the transformation of the technological progress into the depreciation of human dignity. But in the globalization of culture and economy the problems are terrible. For example, a good person, who has retired may ignore that his funds, are being used in some places of the globe in unacceptable ways concerning people and environment. We need international mechanisms that guaranty the owners of partial capitals, that they will be used according to a set of specifications. This, like many other ideas, may be necessary but is certainly not sufficient.
